Toiora PHO was established in 2003. It began with three general practices and 7,000 enrolled patients. The PHO now includes seven affiliated general practices serving an enrolled population of nearly 40,000. 

The PHO provides, low cost, high quality services to high needs populations, including Maori and Pacific peoples. Two thirds of the PHO's enrolled population are classified as quintile four or five.
